A Board of Aldermen meeting was held in the meeting room, City Hall, 1902 Jefferson Street, Hermann, Missouri on May 3, 2021 at 7:00 p.m.

Mayor Cox opened the meeting with the Pledge of Allegiance.

Mayor Cox called the meeting to order with the following Aldermen present: David Faerber, Jim Schirmer, Susan Lenger and Derek LeRoy. City Attorney David Politte, City Administrator/Clerk Patricia Heaney, outgoing City Admin. Mark Wallace, Tourism/Economic Development Director Tammy Bruckerhoff, City Collector Carol Schluss, Police Chief Walker, Hermann Advertiser Courier Editor Ray Scherer and 11 visitors were also present.

MAYOR’S REPORT – Mayor Cox stated that downtown businesses are reporting that they have been busy, and tourism season has not even officially begun. He reminded citizens to be aware of the increase in pedestrian and vehicle traffic.

Mayor Cox presented a Proclamation of Appreciation to outgoing City Administrator Mark Wallace for his 20 years of service to the City, of which the last seven were as the City Administrator.

CITY ADMINISTRATOR’S REPORT – Mark Wallace thanked both current and previous administrations, city staff and the citizens of Hermann for making his tenure in this position rewarding.

BRUSH AND PALETTE CLUB – President Lois Kruse gave an update on the Brush and Palette Club’s projects.

Reel House on Gutenberg Street - They are seeking the City’s approval for restoring the old reel house on Gutenberg, and would like the City to fill in the hole to raise the bottom. They will pay for the remainder of the costs, and will present their ideas to the Landmarks Commission.

Alderman Faerber made a motion to approve that the Brush and Palette Club proceed to the Landmarks Commission with their project to restore the reel house on Gutenberg Street, seconded by Alderman LeRoy.

Signage at the Upper City Park – They would like to install signage that explains the history of the four structures in the Upper City Park.

Cemetery Restoration – They have found another company, Jacob’s Ladder Cemetery Restoration Specialists, that does headstone restorations. They will come and make a 30-minute presentation at the May 24th Board of Aldermen meeting. The Brush and Palette Club requests that the City continue to budget the equivalent of at least $5,000 per year for the project. The work will not begin until 2022.

PUBLIC COMMENTS – Comments regarding the Visitor Center will be accepted under Old Business.

AN ORDINANCE TO APPROVE A MUNICIPAL SERVICES AND MATERIAL CONTRACT BY AND BETWEEN THE CITY OF HERMANN, MISSOURI AND CORRECTIVE ASPHALT MATERIALS, LLC TO APPLY REJUVENATING AND RESTORATIVE SEALER TO SELECTED STREETS.

Bill No. 2021-14 was posted on the bulletin board in City Hall on April 7, 2021 at 3:15 p.m.

Alderwoman Lenger moved to approve the second reading of Bill 2021-14 and upon the signature of the Mayor and City Clerk will become Ordinance No. 2232, seconded by Alderman Faerber.

RESOLUTION NO. 1301

A RESOLUTION TO APPROVE AMENDMENT OF THE STANDARD OPERATING PROCEDURES FOR HERMANN COMMUNICATIONS TO ADDRESS FLOODING.

OLD BUSINESS

LOCATION OF VISITOR CENTER – Tourism/Economic Dvlp. Director Tammy Bruckerhoff explained her support of the Amtrak Station as the location for the Visitor Center. She noted that the Tourism Commission had made a previous recommendation to the Board, on a 3-2 vote, to use the 1906 Firehouse location. Bruckerhoff made a detailed presentation to the Board of her recommendation and vision, including asking permission to hire two part-time Tourism Services Assistants to work on-site at the Amtrak Station Visitor Center. She noted that she has spearheaded a letter writing campaign to get the second train funded by the state again. She also presented a plan for utilizing the front portion 1906 Firehouse space as an unmanned information kiosk.

Board discussion followed. One major topic was determining if the Lodging Fund should pay a portion of the Amtrak building expenses. City Admin./Clerk Heaney estimated that the 25% suggested amount would be approximately $1,150 in budget year 2021/2022. Alderwoman Lenger initiated discussion about safety at that intersection, including signs to identify the pedestrian crosswalk.

Public comments were received. Mike Sloan of the Hermann Wurst Haus – He said to consider using both locations and noted how important Amtrak is to tourism.

Tourism Commission President Mary Kunstmann reported that with new Commission membership, the majority now favored the location of the Amtrak Station.

Alderman Faerber made a motion to make the Amtrak Station the new Visitor Center, with the Lodging Tax fund paying for 25% of the expenses, seconded by Alderman Schirmer.

Alderwoman Lenger moved to hold a closed meeting for the purpose of dealing with matters relating to legal actions, cause of action, litigation or privileged communications between the City’s representatives and its Attorneys Section 610.021(1), leasing, purchase or sale of real estate Section 610.021(2), and hiring, firing, disciplining or promoting employees pursuant to Section 610.021(3), Revised Statutes of Missouri, seconded by Alderman Faerber.

ST. GEORGE EXPANDING PARKING LOT

Alderman Faerber inquired about the Landmarks Commission’s decision to issue Certificates of Appropriateness for demolishing two houses next to St. George Church for use as a parking lot. He is the City Liaison to that Commission, but he was unable to attend the meeting when it was decided.

No other business to come before the Aldermen, the meeting was adjourned around 9:15 p.m. on motion by Alderman Faerber, seconded by Alderman Schirmer.

The next scheduled Board of Aldermen meeting will be held on May 10, 2021 at 7:00 p.m.
